Chapter One: Introduction
1.1 Background of the Study
Political polarization, characterized by the deepening of ideological divisions and the entrenchment of partisan loyalty, has become a prominent feature of contemporary politics. In local governments, where collaboration and consensus are crucial for effective governance, polarization can lead to gridlock, inefficiency, and reduced public trust (Ibrahim & Musa, 2023). In Kano Municipal Local Government, political polarization has manifested in the form of factional disputes, conflicting policy priorities, and an inability to address the needs of constituents effectively. While some view polarization as a natural byproduct of vibrant political competition, others argue that it undermines the capacity of local governments to deliver essential services and foster development (Usman & Abdullahi, 2024). This study investigates the impact of political polarization on local government effectiveness in Kano Municipal, exploring its causes, consequences, and potential remedies.
1.2 Statement of the Problem
The growing polarization in Kano Municipal Local Government has raised concerns about its impact on governance and service delivery. Political rivalry often leads to the prioritization of partisan interests over public welfare, resulting in stalled projects, resource mismanagement, and ineffective policymaking (Bashir & Ahmed, 2024). The inability of political actors to bridge ideological divides further exacerbates these challenges, leaving constituents disillusioned with the local government. Despite the significance of these issues, there is limited empirical research on the specific effects of political polarization on local government effectiveness in Kano Municipal. This study aims to fill this gap by providing a comprehensive analysis of the phenomenon and its implications for governance.
